What is IDD?
Intellectual or developmental disabilities (IDDs) are chronic conditions that can impact the physical, intellectual, and/or emotional development of a person throughout the course of their life. It is important to note that IDD is not "one-size-fits-all," and every individual will have different needs or assistance.
Intellectual disabilities manifest before adulthood and include problems with both intellectual and adaptive functioning. Developmental disabilities manifest before a person reaches the age of 22, and include an intellectual or physical impairment, or a combination of both that affects a person throughout the course of life.
Although there are many causes of IDD, some of which are unknown, common causes include genetics, complications during pregnancy, problems during birth, and exposure to diseases or toxins. IDD should not be confused as an illness; IDD is a life-long condition that currently does not have a cure.
Examples of intellectual and developmental disabilities may include:
- Down syndrome
- Autism spectrum disorders (ASD)
- Cerebral palsy
- Traumatic brain injury
- Fragile X syndrome
- Fetal alcohol syndrome
- Spina Bifida
People living with IDD may experience challenges with:
- Communication and language
- Self-care and daily living skills
- Learning and memory
- Mobility and physical development
- Social and interpersonal skills
- Independent living
Despite no cure, early intervention, education, support services, and a range of therapies can help those with IDD live a rich and independent life.

Eligibility & enrollment
Eligibility for long-term services through CHCS for people with intellectual and developmental disabilities is determined by the Alamo Area Council of Governments (AACOG). You or your loved one must be pre-approved before beginning services with CHCS.

Insurance & financial assistance
The Center for Health Care Services accepts many insurance plans, including Medicaid and Medicare. We offer a sliding fee scale for individuals who qualify, and we will never refuse services based on inability to pay.

Financial assistance is determined based on your income and family size. To apply, complete a Financial Assessment at the time of enrollment and provide:
- Proof of insurance
- Proof of residency
- Proof of income
